Melbourne is full of great free concerts and cultural events. See for instance

Unfortunately many tourists never find out about them because they look in the wrong places. Maybe that’s all the better for us locals. By the way, I have lived in Melbourne all my life and can assure you there is no such place as the ‘State Library of Victory’ mentioned above. Ask a local and they will tell you what it might be.
